It blocks certain "ASF-wide" listts - and allow to add you other lists - I discussed it today with Christian - before he sent his email, and things like security mailing lists are likely to be absolutely OK. Also there is the https://github.com/apache/security-site/pull/54 discussion in security where we decide what "privacy" security report have (and Christian was of an opinion that those are definietely classified differently - yet you still need to have authorization to retrieve them).
