The user-facing application forms will be on events.apache.org (the comdev-events-site repo), not community.apache.org. I've closed #233. The comdev-working-groups PR (#47) is still the right place for review of the internal committee process. Applicant-facing content (forms, eligibility, "how to apply") will be in a separate PR to comdev-events-site shortly.
