Well, it's still emerging. :) It will probably take a few times through to write down what happens when various events occur.
What I described is how we handled 1.2.1 which also didn't pass. I labeled it "test build" on the release notes page, and went on with 1.2.2. The language in the release notes is a bit awkward though. :/ I just did the same thing for 1.3.0, see what you think.
