At present time we can provide two different behaviors for the scrolling:
1) Smooth scrolling but with Bouncy scrolling issue (suits better in general
case)
2) W/o bouncy scrolling but which requires some acceleration/flick to work
(suits great for Sencha Touch, other types of apps which provides own scrolling
functionality)
To provide an option for developers, I propose to add special property for
CordovaView: DisableBouncyScrolling (TRUE means use 2) otherwise 1))
