Docs are wrong. Yes the behavior is currently different as the
phonegap distro includes pre-built dll and templates. We are working
on automating this, but it is difficult as I  am attempting to only
rely on the free express tools so users don't have to shell out $$$
for vs-pro.

I was able to build the dll manually using framework/WPCordovaClassLib.csproj
