So I did some tweaks after Braden's gnarly cordova-cli merge to get the
tests up to par, remove some of them for cases that are no longer
applicable (I.e. New plugman integration), and updated the android, bb,
and iOS libraries.

Android and iOS build fine.

The new blackberry repo, though, has an issue which will force us to
shelve bb10 support in cordova-cli for now, at least for this rc1 release.
The ./bin/create script requires that `npm install` be run within the
blackberry framework directory. All the other platforms bootstrap
themselves before running through the create motions, so blackberry will
need a way to figure that part out too. I've filed this as a bug [1].

In the mean time, I've disabled blackberry support in the cli (by
commenting out "blackberry" in the platforms.js file). Once [1] can be
resolved, we can look at re-enabling support and pushing a patch release
up to npm with little hassle.

In the mean time I've branched 2.8.x for cordova-cli and tagged it.
