I agree that they should be encouraged. configuration is stored in plugman (even for cordova-cli) and one can easily set a registry with `plugman config set registry http://newregistry' (exactly like NPM).
There were discussions about adding multiple registry support as well as a fallback to the filesystem and I believe there is an issue for it. As far as which plugins go where, I believe it's up to whomever provides it.
