To be clear, as Michal said, the `cordova` CLI tool *does not* support this directly; only indirectly, as part of the config.json file.
The "fourth command line parameter" relates only to the various bin/create scripts that are part of each platform. The default template that is overridden with this is the *platform* template, which contains all of the platform-specific code for a new Cordova project. That's why it isn't suitable for the multi-platform "cordova create" command. It might be possible to make this part of "cordova platform add", but that's a different (JIRA) issue.
