CB-7085 add onConfigurationChanged hook for plugins
Hey @agrieve if you don't mind taking a look at this when you get a chance,
I just copied the format of onResume, minus sending a JS event. This is my
first PR, so let me know if I should add/fix anything. Also, I signed the ICLA.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/tlancina/cordova-android master
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/cordova-android/pull/165.patch
To close this pull request, make a commit to your master/trunk branch
