For the most part, this allows developers who are already using Service Worker to create offline-enabled web apps to use the same code, and the same coding style, with Cordova apps.
Service Worker is currently available only in Chrome (and Opera, by its Blink heritage), but as a W3C effort, I'm hoping that it will gain momentum on the web as a far better method of handling the offline state than, say, AppCache. I'd love to see developers start to think of this as the right way to handle offline apps, and it's only a short step from there to using the same techniques for hybrid apps.
