Problem with collecting from lib is how do you show notice to users to opt
out? If we build that notice into lib, imagine how confusing that might be
for PhoneGap/Taco/Mobilefirst users to see a message about cordova wanting
to collect data.

I think we should only introduce it to CLI if we do.
