It fixes this very issue for a project I'm working on. You absolutely should be declaring the permissions in the manifest so that the user can see them on the Google Play Store, or while installing manually. It's poor practice to deny the user the chance to remove, revoke or review permissions. I'm using @ochakov's fork currently, but it would obviously be better if this was in the official channels.
