I do agree that having all of cordova's repos under the cordova org would
be better for discoverability. But, it is apache policy that our code live
under apache. That is the main reason you see almost all of our repos
there.

Until recently, apache's github repos were only mirrors of apache hosted
git servers. This meant we weren't allowed to push directly to github. We
also weren't allowed to merge, label or edit from the github interface. Or
have issues there.

Now apache allows us to make our default repo github via gitbox project. So
we have the ability to do all of the things that were previously not
allowed. It made sense to move these 4 repos over to apache since that is
where the rest of our repos are. These four repos never contained anything
we released. They were all meant for tracking and/or discussion purposes.
