One parenthetical comment here: [~janl] has talked about his desire for 
endpoints in 2.0 that can be hit to connect a cluster. He went so far as to 
suggest to me he felt such endpoints, and Fauxton support for them, were 
blockers for a 2.0 release. This particular ticket sounds like the final step 
in such work.

As such, would it be prudent to sketch out what the workflow looks like for 
first-time cluster setup as well as adding/removing nodes to a cluster, and 
design the correct endpoints around those? _setup_complete works for first-time 
cluster setup, but intentionally neglects what happens when nodes are added to 
a cluster.
