IMO the front page for apache-rat-core needs to be rewritten from
scratch. It should explain how to use the core component instead of
explaining how to use Rat from the command line.

of Rat?
Please feel free to dive, perhaps by outlining the sections that you
think would be useful.
(I hope to be able to take a look at Chip's issues with Whisker next
week and may be able to help out next weekend)
