[tentacles] Upgrade to Latest Apache Parent...?

Rat and Whisker inherit from the latest Apache parent pom (13). 
Tentacles still inherits from 11. I'm wondering about upgrading 
Tentacles from 11 to 13.

Objections? Opinions? Suggestions?
