After futher review of the code, I have changed my stance. I think that it
would be best to have a license matcher derived from BaseLIcense that was
configured from a configuration file that specifies the SPDX license tag, RAT
license category, and RAT license family for each SPDX tag that is supported by
rat. This leave all other working matchers untouched. We should then be able
to add the SPDX matcher to the list of Default matchers and readily pickup all
the SPDX tags that fit within the RAT framework.
