Description:
The newly created site elements that contain generated contents are not
properly rendered, as the headline is missing:
* default_licenses.apt.vm -
https://creadur.apache.org/rat017/apache-rat/default_licenses.html
* xsd.apt.apt.vm - https://creadur.apache.org/rat017/apache-rat/xsd.html
* name_xref.apt.vm - https://creadur.apache.org/rat017/apache-rat/name_xref.html
Not sure if it is somehow related to the inclusion of the generated txt files,
but multiple local changes did not successfully generate a proper headline into
these files,
e.g. the contents in the files in APT does not match the generated page.
This behaviour is also shown with the new Doxia 2.x stack - see RAT-397
