[~pottlinger] , in a comment you indicated that the "*****" lines separate the 
sections of the report. and that there should be "----" separations as well.

Since this is a stand alone report I thought we might create sections like:

with subsections like

Think the outline should be something like
 * Summary (things extracted from the statistics and version sections of the 
XML)
 ** Counters
 ** Licenses detected
 ** License categories detected
 ** Document types detected
 ** File types detected (we do not count this yet but I think there is a ticket 
for it)
 ** Files with unapproved licenses list
 * File data (this is the list of files found at the end of the current report 
broken out by document types)
 ** Archive list
 ** Binary list
 ** Generated list
 ** Notice list
 ** Standard list
