Rework license information. Take a look at [SPDX|https://spdx.org/] for
license information and potential source of data.
Goals:
* Explore refactoring License/LicenseCategory. Do we need category? Does it
add anything?
* Identify sources of license information.
* Develop tools to import license information.
* Develop tools to assist in the selection of valid licenses.
* Ensure that default operation is in line with current Apache recommendations.
* Refer changes, missing licenses, deprecated licenses, new versions of
licenses to Apache legal for review.
