An ASF-release works in a different way:* a release is staged (for the PMC and interested customers to check/verify) - the 0.17 release is in that state and awaits binding votes.
During that period a temporary Repository is openend that contains all 0.17 artifacts, so you do not have to build anything from scratch (which you shouldn't be able to do in order to not overwrite the current release candidate):
https://repository.apache.org/content/repositories/orgapachecreadur-1012/* In the case of Maven you can configure your build to use that repository to download 0.17 artifacts.
* If you need to access a JAR you have to download it manually and start playing with it as documented for the CLI at:
https://creadur.apache.org/rat017/apache-rat/index.htmlOnce the release leaves the staging phase it will be synchronized to Maven Central and be available for download ... and we will publish the 0.17-webpage to https://creadur.apache.org/rat/
