I get "User 'Andy McMurry' does not exist." when I pasted "Andy McMurry" into the Assignee field.
Looks like assigning you a role within JIRA for cTAKES was overlooked. And I'm not an administrator for cTAKES JIRA so I can't assign a role to you for cTAKES.
