Thanks for catching that! I released the repository after seeing your post.

Looks like although there is mention near the top of the release guide [1] of 
the need to Release the artifacts from the staging repository, it is missing 
that as a step later on. I'll update the release guide.

Is 3.1.1 release to Maven Central as well?  Seems to be missing...
It should get automatically mirrored if we close/release it from Apache's 
Nexus..
