cxf-buildtools no longer contains any Java code: the shade transformers have been removed, and the custom PMD rule was dropped with the move to PMD 7. Its plexus-utils, maven-plugin-api, maven-model, maven-project and pmd-java dependencies are therefore unused. They were all optional or provided, so consumers of cxf-buildtools are unaffected.
