The project is at a stage where getting the word out and building a
strong community is a high priority. One approach that might help with
this effort is to get more involved with social media. Twitter seems
like the obvious place to start and would be a good place to promote
releases, conference talks, blog posts, and any Daffodil related
information. For other ASF projects, it seems successful and to not be
too much of a time drain.

So, I propose that we create the @ApacheDaffodil twitter account. The
account will be tied to the [email protected] list, allowing any PMC
members to manage the account so that control is not restricted to a
single person. Committers and PMC members that would like to contribute
can be granted access. Tweetdeck will be used so the credentials do not
need to be disseminated. Non-committers are welcome to forward
information for consideration to be tweeted under the account if
appropriate.

Other Apache projects have created a Social Media Guidelines page with
some of the above information as well as best practices for what and
what not to tweet. I've taken what they have done with minor edits and
put it on our wiki:

https://cwiki.apache.org/confluence/display/DAFFODIL/Social+Media+Guidelines

Open to discussions, to be decided via lazy consensus. If there is no
opposition by next week I'll create the account.
