DAFFODIL-598 modified the DFDL schema to support schema validation of
short-form and attribute-form properties. However, it is not possible to use
schema validation to validate element-form properties. As described in
DAFFODIL-598:
The fix for this problem should be to modify the propgen.scala properties code
generator to generate a validator for element-form annotations. Then this code
can be explicitly called in the front end as each element-form construct is
encountered.
