Link16 (mil-std-6016) reivisionf1 makes use of a non-standard 6 bit character
encoding not currently support by Daffodil.
While this encoding is used by other elements, for lack of a better name, I
intend to refer to it by an arbitrary element that uses it: DFI311 DUI002
