A pull request recently failed on TravisCI but showed as passing on GitHub
actions.

Looking at the "Run Unit Tests" step, it shows that there were in fact test
failures and sbt existed with code "1", which should mean failure. Need to
figure out why GitHub is not marking this as a failed run.
