Sounds like Spark isn't an issue anymore.

Also, note that the last time there was a Scala 2.11.x release was
2.11.12 at the end of 2017 [1]. So there's been plenty of time for tools
to upgrade.  And it sounds like there are no plans to create a 2.11.13
release [2].
