Yes, it would be nice to update dependencies. We do need to be careful,
especially around things like ICU4J, who's behavior seems to change with
every new release. Hopefully our regression tests would catch such
issues though.

It's also important to verify that LICENSES and NOTICES haven't changed
for dependencies. In most cases they haven't, but we do need to verify
that.
