So reviewing the apache project maturity model, I think we are good w.r.t. 
those things.

Do we need to prepare anything specific? I see that some projects have 
documents that respond to the maturity model point by point. Given that we've 
been sitting on status "community building" for a while, I'm not sure that this 
is necessary.

Reviewing the graduation process link, it seems to me that we need to take 
these steps, any of which could iterate a bit:

1) vote here on dev list
2) draft resolution - includes selecting chair/VP, charter language, a few 
other things
3) get feedback from incubator on draft resolution
4) IPMC vote on draft resolution
5) submit to board.

Does that seem like the plan? Have I missed anything key?
