Can you try sending an email with attachment to only dev@? I wonder if
the issue is related to CCing both lists.
Also, interestingly I am subscribed to both users@ and dev@, but I only
see the dev@ email. Seems like something is removing duplicate email,
and maybe also stripping duplicate attachments?
