Once these tasks have been completed, we can roll a release candidate (RC) and call a vote here on the dev list. The whole community is encouraged to try the RC and vote, but we need the PPMC to cast binding votes. Once this vote passes, the IPMC then votes on the release and, should it pass there, the release is done. See here for an example of a typical release vote (from Samza: http://bit.ly/SamzaVote). Don't be surprised if the IPMC finds issues, and if those issues the RC kicked back.
