Summary: Update release docs based on 1.3.0 feedback

Fix For: 1.3.1
For the next release we should do the following, and also update the
documentation on releasing:
* Source release archive should go in the right place [1].
* Sign using an apache email address
* Use a hash other than MD5.
This is based on feedback from the 1.3.0 release [2] [3].
