If external endpoint is inactive show it for user.
[Configuration]: In Selected endpoint dropdown list show <endpoint_name
(external endpoint), inactive>. If external endpoint is inactive do not allow a
user to select it and show it as disabled.
[Project]: In edit project for endpoint show <endpoint_name, inactive>. If
external endpoint is inactive do not allow a user to select it and show it as
disabled.
