Description:
As an admin I want to set soft and hard limitation separately.
*Acceptance criteria:*
1. The soft limit must be less than the hard limit
2. If user exceeds soft limit all his instances are not stopped/terminated but
user is not allowed to create new one
3. If user exceeds hard limit all his instances are stopped/terminated
