*Add "Create image" option into the Action list*
Required logic:
* Admin should be able to Create AMI from Admin Resource panel for other users
and own resources
* If Admin User has selected >=1 Instances with Running status the Create AMI
option in the Action menu should be enabled. And for each selected instance
should be created Custom image which is added to the custom image list
available for this project
* If the User select 1+ instances and at least one of the instances has
Running status and the rest have other status, the Create AMI option should be
disabled in the Action list.

* Respective option should be added to the Action menu per resource
* Create image option should be enable for the instances with Running status
only
