I’m a bit late. Here is the wiki page which describes the feature set of 
.asf.yaml

It can control the Pelican builds in addition to providing support for staging 
and production website deployments.

It is controlled by placing .asf.yaml files into particular branches of a 
repository.

Look for "Building and publishing at the same time” on the wiki page.
