Please remove old releases from incubator distribution area

Now that the podling is a TLP, please delete the old incubator distribution
area:
$ ls -l /www/www.apache.org/dist/incubator/deltacloud/
total 14
drwxr-sr-x 2 lutter incubator 18 Oct 11 22:46 0.4.1

Also, please remove 0.4.1 from the TLP area, now that 0.5.0 has been available
for a while
