DC instance states use PENDING for both CREATING and STARTING states. With our
mapping, that causes starting machines to return a state of CREATING.
One way to address this would be to introduce a STARTING state for the DC API.
Another would be to let the driver instance methods to return a new state
STARTING, but let DC core code convert that to PENDING again for DC clients,
leaving it as STARTING for CIMI clients. (not sure about the feasibility of
that though)
