Since DELTASPIKE-1015 the ParentExtension is always-on. This has an influence
on the behaviour of some containers (WAS8), e.g. some features are currently
registered twice in those systems.
To prevent those side effects I'll make the ParentExtension mechanism disabled
by default and make it activatable via the ConfigResolver mechanism with the
flag "deltaspike.parent.extension.enabled"
