-1 because EnvironmentAwareTransactionStrategy requires the jta-api on the
classpath which is not the case with ResourceLocalTransactionStrategy.
if there is an issue with weld and BDAs, you can always use global-alternatives
to bypass those issues (as mentioned by mark as well as our documentation).
