[I] [Refactor][Dashboard] Refine the SonarQube dashboard [incubator-devlake]

   ## Describe the solution you'd like
   1. Add the severity filter and other filters back to the dashboard. This 
[PR](https://github.com/apache/incubator-devlake/pull/6723) accidentally 
removed them.

   2. Remove the time filter constraint as SonarQube's data is always a 
snapshot of a scan.

   3. Refine the wording of the panel.
