Additional finding: of the missing domain-layer changelogs in one of our projects, ~64% exist in the tool layer (affected by this converter bug), but ~36% are missing at all layers including _tool_jira_issue_changelog_items. These issues exist in Jira with confirmed status transitions but their changelogs were never collected. This may indicate a separate collection-phase gap — possibly related to board scope or JQL filter boundaries.
