Skipping tests will always be successful :)
In the manual I see this steps in order to build the installers:
1- cd apacheds-trunk
2- mvn install
3- cd installers/apacheds
4- mvn -Pserver-installer install
The command is :
mvn clean install -Pinstallers
It should work and generate the installers for your platform.
