Yes, I put the rat plugin into the top level pom. But It seems that the exclude
tag fail in sub project.
For example, I exclude a/b/c.txt in b project, I should write <exclude> tag
both in top pom.xml and b project's pom.xml.
I am not familiar with the rat plugin. Is my writing method wrong?
