I have the same problem and am unable to save configuration changes to the 
instance.
I am using ApacheDS 2.0.0-M21 on Windows 7 and accessing it with Directory 
Studio 2.0.0-M10 on the same Windows 7 instance.

I also tried 2.0.0-M20 of ApacheDS and had the same result.

I do not get the message about ads-pwdAllowUserChange missing though.
