Could we add a banner regarding on this issue on the download page, namely, 
http://directory.apache.org/apacheds/downloads.html, and point to the nightly 
build? I was also a new user to the Apache Directory ecosystem and wasted about 
5 hours on this issue days ago before I tried build the trunk myself and solved 
the problem (the Apache JIRA was down at that time, so this page isn't working.)

This is a very severe problem for new users, since a) this issue affect an 
essential operation to set up a new Apache Directory Server b) there's almost 
no workaround: I tried to change the server configuration file directly to add 
a partition, but found since the configuration file addition required to add a 
new partition is over complex, it is nearly impossible to be done without the 
help of a tool.
