Hmmmm... The {{MSG_04100_BIND_FAIL}} message is part of the Apache LDAP API
code base, and you are fixing something in Apache Directory Server which will
not use and see this constant.
I don't see how possibly the suggested patch can fix anything.
Can you clarify?
