Fix For: 2.1.9
The client binds to a hostile server with the _PasswordPolicy_ request control;
the server replies with a bind response carrying a _ppolicy_ response control
encoding error *ENUMERATED 42*.
_PasswordPolicyErrorEnum.get(42)_ throws _IllegalArgumentException_ that
escapes the decoder as an unhandled runtime exception, killing response
processing for the connection.
